Carbon dioxide emissions from the non-energy use (NEU) of fossil fuels are a significant source of national greenhouse gas (GHG) emissions in the USA. As one of the emission sources that make the largest contribution to the absolute overall level of national emissions, NEU is a ''key source'' in the U.S. GHG Inventory, accounting for 4.6% of USA fossil fuel emissions in 2002. As suggested by IPCC/UNEP/OECD/IEA [IPCC/UNEP/OECD/IEA. Revised 1996 IPCC guidelines for national greenhouse gas inventories. Intergovernmental Panel on Climate Change, United Nations Environment Programme, Organization for Economic Co-Operation and Development. Paris, France: International Energy Agency; 1997], the U.S. Environmental Protection Agency has designed an approach for characterizing emissions and long-term storage of carbon in NEU, tailored to USA conditions and data availability, which yield results that are more accurate than application of the general assumptions supplied by the IPCC guidelines. In the USA, of the various non-energy uses of fossil fuels, petrochemical feedstocks is the largest, followed by asphalt, lubricants, and other categories. The overall storage factor for petrochemical feedstocks in the USA for 2002, calculated as the quotient of carbon stored divided by total carbon in feedstocks, is 67%. In other words, of the net consumption, 67% was destined for long-term storage in products - including products subsequently combusted for waste disposal - while the remaining 33% was emitted to the atmosphere directly as CO"2 (e.g., through combustion of industrial byproducts) or indirectly as CO"2 precursors (e.g., through evaporative product use). The basic framework used in this approach could be applied in other countries, and is similar in several respects to the Non-Energy use Emission Accounting Tables (NEAT) model framework developed independently and described by other authors in this issue. A market-based scheduling mechanism allocates resources indexed by time to alternative uses based on the bids of participating agents. Agents are typically interested in multiple time slots of the schedulable resource, with value determined by the earliest deadline by which they can complete their corresponding tasks. Despite the strong complementarities among slots induced by such preferences, it is often infeasible to deploy a mechanism that coordinates allocation across all time slots. We explore the case of separate, simultaneous markets for individual time slots, and the strategic problem it poses for bidding agents. Investigation of the straightforward bidding policy and its variants indicates that the efficacy of particular strategies depends critically on preferences and strategies of other agents, and that the strategy space is far too complex to yield to general game-theoretic analysis. For particular environments, however, it is often possible to derive constrained equilibria through evolutionary search methods. Read more

Deposition is one of the main loss terms for ammonia and ammonium from the atmosphere. It is also the input for ecosystems that can lead to drastic changes and effects. Deposition networks are needed to evaluate the need and the effect of policies to reduce nitrogen emissions, but also for studying deposition parameters and for developing deposition models. As with ambient concentrations of ammonia, deposition, especially dry deposition, varies strongly in space and in time. Furthermore, the bi-directional surface-atmosphere exchange of ammonia makes the combination of ambient concentration measurements with inferential models inadequate. Developing deposition monitoring networks with reasonable accuracy and representativeness is therefore not straightforward. In Europe several projects have addressed deposition monitoring. From these results it is concluded that a monitoring strategy should consist of a network with a limited amount of super sites combined with a larger number of sites where low cost methods are applied, together with models for generalisation. In this paper we present a new modelling approach for realistic simulation of supply-chains. It is based on an object-oriented architecture, which enables flexible specification of the supply-chain configuration along with its operational decisions and policies. A model of a generic supply-chain node is developed to capture the features present in all supply-chain entities. The generic node models in detail activities such as inventory control, manufacturing processes and order handling. The supply-chain model is constructed by linking generic nodes and specifying the physical and business attributes of each supply-chain member. The generic-node model may also be linked to external software for greater accuracy, e.g., detailed production scheduling or optimisation. The model provides a fully dynamic simulation of the supply-chain and the effect of various uncertainties can be evaluated through Monte Carlo simulation and other, more efficient, sampling techniques (not described here). A case study is presented to illustrate the applicability of the model. The case study demonstrates how the effect of policy changes on the supply-chain performance under uncertainty can be evaluated before implementation. Read more
